"We are not the prosecutors, but you are the accused," Levin said. At issue, Grossman said, is the Soviet's deteriorating economy. Despite the ap- parent differences between the Soviet Union and the United States, he said each country seeks domestic security. Jewish people in the Soviet Union are well educated and among the country's en- trepreneurs, Grossman said. Jews have the skills that Gor- bachev needs to turn around the decaying economy. "He needs people who can bring revitalization," Grossman said of Gorbachev. "He is sincere — if you listen. He is sincere about revitaliz- ing the economy, but that do es not include humanitarian rights." The Soviets, Grossman said, probably will allow visible ac- tivists who have applied for visas to leave the country. He fears, however, that the Soviets' doors may soon be shut to freedom. . Slowly, Grossman said, the Soviets have been affording more privileges to their Jewish citizens. Some can keep kosher kitchens. "He hopes the slow assimilation will reduce pressure for emigration," Grossman said. "He never said he would improve human relations." Gorbachev has been labeled a public relations genius who shows little emotion and is confident. Government wat- chdogs believe he appears sincere. "I'm afraid sincerity was echoed throughout the sum- mit," Grossman said. "He made it very clear that a brain drain from emigration would jeopardize his plans:' Grossman said Reagan made the human rights issue a priority during the summit. It was the first issue on the agenda. He said the State Depart- ment has made some progress and that the Soviets now will discuss individual cases more freely. "We are not satisfied," he added. "We will not stop and quiet down until the numbers increase." The plea for human rights ended with the release of hun- dreds of balloons with printed messages into the air. Called the "Launch for Freedom," each balloon contained the name and address of a Soviet Jew.
