The popes read and heard; Cardinal Bea was appointed to head up the Vatican section on Jewish relations. The rest is history and, while not ade- quate even now, the founda- tion has been laid — mostly due to the ground-breaking work of an assimilated Jew, almost dismissive of his Judaism, who learned the hard way that the world would not let him forget his Jewishness. His achievement, coming in his 60s to 80s, is in many ways unique in human history. NEWS 1 Neo-Nazi Penetration Up In Latin America New York — Neo-Nazi penetration of Latin America is increasing, according to the current issue of "Latin American Report", published by the Anti-Defamation League of B'nai B'rith. In making the report public, Morton M. Rosenthal, direc- tor of ADDs Latin American affairs department, said that the Nazi activities reflect the strong influence of CEDADE, a neo-Nazi organization bas- ed in Spain. The report detailed a well- organized Nazi network which seized upon the death of Rudolf Hess to organize mass demonstrations and to paper walls with posters eulogizing Hitler's henchman in Argentina and Chile. Pro- minent Nazis including Miguel Serrano in Chile ad- dressed more than 100 brown- shirted men who offered Nazi salutes. Another area of concern highlighted in the report was the presence of well-known Palestinian terrorists among the 240 delegates gathered in Lima, Peru, for a meeting of COPLAC (Palestinian Con- federation of Latin America and the Caribbean). Among them were Farouk Kaddoumi, Monsignor Hilarian Capucci and Zakia Shamout, who was introduced as "one of the most recognized combatants of the Palestinian Liberation Organization." The report noted COPLAC's claim that Peru was chosen as the conference site because of President Alan Garcia's "Palestinian sympathies." During the meeting, COPLAC said that it would seek to increase Latin American governments' sup- port for the Palestinian cause and to strengthen their com- mercial relations with the Arab world. Among positive develop- ments cited in the report was the election — for the first time in Argentine history — of a Jew as a provincial gover- nor. Nestor Perl, Justicialista (Peronist) Party candidate, won the governorship of Chubut province. An editorial in the Buenos Aires Herald noted, however, that the Argentine Constitution would bar Mr. Perl from run- ning for President because he is not a Catholic. "Richards.
