issue. Rabbi Avi Weiss of New
York's Center for Soviet
Jewry called the rally the
"establishment" Jews' "love
fest" with the Reagan Ad-
ministration. Although he
will participate in the rally on
the Mall, Weiss will after-
ward lead an act of civil
disobedience against the Rus-
sian Embassy in Washington.

In the "post-Holocaust era,"
said Weiss, "it's an outrage
for Jewish groups to say they
have no qualms with an Ad-
ministration. be damned
if we'll say that the Ad-
ministration is the leader of
the fight for Soviet Jewry.
We're the leaders."
The Reagan Administra-
tion, he said, "refuses to link
nonstrategic trade with the
Soviet Union with human

rights. We think the Soviets
need to be told there cannot
be exchanges without
linkage. They are not going to
respond to the moral im-
perative."
Weiss insisted that the U.S.
adopt the same policy of
linkage toward the USSR and
Soviet Jews as it does toward
South Africa and apartheid.
But David Harris countered
that the U.S. has "con-
siderable" leverage with the
Soviet Union. He cited the in-
clusion of human rights
issues on the summit's agen-
da: "If the Soviets alone were
writing the agenda, human
rights would not be there. It
appears because this country
has been pushing the issue."
Also, said Harris, "human
rights and Soviet Jewry are
the yardstick by which the
United States gauges Soviet
performance. If not, would the
Soviet Union be staging this
staggered release of Prisoners
of Conscience?"
Other rally leaders cited
the Soviet need for better ex-
change of ideas with the U.S.
and improved U.S.-USSR
trade, especially in the area of
nonmilitary technology.
In one way or another, the
December 6 rally has been in
the planning stage for almost
two years. Shortly after
Reagan extended an invita-
tion to Gorbachev to visit the
