information that is offered to
NATO countries.
"Gramm-Rudman-Hollings
(budget cutting law) is a bit-
ter pill," said Dine. "But long
range, it is a pill that may
make us well."
Speaking with Dine at the
forum on "Israel as Strategic
Ally" was Dr. Dennis Ross,
director of Near Eastern and
South Asian affairs for the
U.S. National Security Coun-
cil. Ross helped conceive the
concept of strategic coopera-
tion between the U.S. and
Israel during the Carter
Administration.
Ross called military
cooperation between the U.S.
and Israel "extraordinary,"
and saw strategic cooperation
as one of the elements forcing
a changed Arab attitude
toward Israel.
Major Speakers
Disappointing
he major speakers at
CJF's evening plenary
sessions were
somewhat disappointing this
year, although the lineup
should have been outstan-
ding. Israel Premier Yitzhak
Shamir and former U.S. Am-
bassador to the United Na-
tions Jeanne Kirkpatrick pro-
vided little, if any, new infor-
mation in their addresses at
the General Asembly.
Shamir reviewed the previ-
ous week's Arab summit
meeting in Jordan and called
on the Arabs to join him at
the peace negotiating table.
He welcomed the upcoming
U.S.-Soviet summit meeting,
reviewed Israel's triumphs
during her first 40 years, and
lobbied for Soviet Jews and
Americans to come to Israel.
Kirkpatrick outlined the
long history and many
aspects of the Arab war
against Israel, but offered no
conclusions or assessments.
The Arabs, she said, will con-
tinue to try to delegitimatize
Israel in the international
arena. Syria poses a new
threat by deploying the latest
Russian missiles along •
Israel's border, and the
Palestine Liberation
Organization will continue to
drop hints of peace while re-
affirming its national cove-
nant pledging the destruction
of Israel.
One of the most powerful
and moving speeches of the
week came Saturday evening
when Baltimore's Shoshana
Cardin was recognized at the
conclusion of three years as
president of the Council of
Jewish Federations. Incoming
