Canada Seeks
Evidence

Montreal (JTA) — Canada
has begun negotiations with
the Soviet Union and the
governments of Poland,
Romania, Hungary, Czech-
oslovakia, West Germany and
Israel to allow Canadian legal
teams to search for evidence
in the cases of 20 definite war
crimes suspects and 200 prob-
able suspects residing in
Canada.
Justice Minister Ray
Hnatyshyn announced the
development last week in an
address to an international
human rights conference that
opened at McGill University
Law School here.
Participating in the con-
ference, whose theme is
"Nuremberg 40 Years Later:
The Struggle Against In-
justice in Our Time," are
prominent jurists, govern-
ment ministers, legislators
and human rights activists
from Canada, the United
States and other countries. Its
purpose is to impress on the
world the need to implement
international legislation on
war crimes and to safeguard
freedom of expression and the -
defense of human rights.
Hnatyshyn spoke in the
context of an unprecedented
law, enacted by Parliament
and given royal assent, which
will allow Canadian courts to
prosecute suspected Nazi war
criminals living in Canada,
even though they committed
their crimes elsewhere.
The law stemmed from the
recommendations of a com-
mission, headed by Quebec
Superior Court Justice Jules
Deschenes, which began an
investigation two years ago
into Nazi war criminals who
found haven in Canada.

New York — An invocation
offered at the start of a high
school football game violates
the establishment clause of
the First Amendment, no
matter who delivers the
message, according to the
American Jewish Congress.
In an amicus (friend-of-the-
court) brief submitted in Oc-
tober to the Eleventh Circuit
of the U.S. Court of Appeals in
Atlanta, Ga., in the case of
Jager vs. The Douglas Coun-
ty School District, the Jewish
organization argued that a
school sponsored invocation
before an athletic event
violates over "20 years of
Supreme Court decisions pro-
hibiting officially sanctioned
prayer in the schools.
