Addresses Congress

tion was adopted. Herzog was

The House resolution, in-
troduced by Reps. Hamilton
Fish and Benjamin Gilman
(both R-NY), was adopted
Monday by a 394-0 vote.

Remembering anniversaries

President Chaim Herzog
marked the first state visit by
a president of Israel to the
United States by reciting the
traditional Jewish prayer of
shehecheyanu at the White
House ceremony preceding
his hour-long meeting with
President Reagan Tuesday.
Both presidents noted that
Tuesday was the anniversary
of Kristallnacht when, on
Nov. 10, 1938, Jewish
synagogues, schools, homes
and stores were attacked by
the Nazis in Germany and
what Reagan called the
"obscene" resolution equating
Zionism with racism adopted
by the United Nations Gener-
al Assembly on Nov. 10, 1975.
The two presidents also
took note that this November
is also the 10th anniversary
of the Egyptian President An-
war Sadat's trip to Jerusalem
which led to the Israel-Egypt
peace treaty signed at the
White House Sept. 17, 1978.
Later in the day, Herzog ad-
dressed a joint sesion of
Congress.
Herzog thanked Congress
for adopting a resolution urg-
ing the United States to sup-
port efforts to get the UN to
rescind the Zionism is racism
resolution. A similar resolu-

emerged in the West Bank in
the past 20 years to occupy a
leading position in Palesti-
nian society. But, according to
a former civil administrator
in the West Bank, this sub-
culture shies away from tak-
ing a leadership role, for fear
of the Palestine Liberation
Organization. Brig. Gen.
Efraim Sneh, who stepped
down recently as head of the
civil administration in the
West Bank, described this
Palestinian elite in an inter-
view in last week's issue of

tages of Israeli democracy, but
"they lack the courage to say
in public what they say
behind closed doors" and are
careful not to offend the PLO
leadership, Sneh said. -
Nevertheless, there is now a
greater readiness to criticize
the PLO in the West Bank
"and a certain decline in the
public's willingness to live
under the shadow of ter-
rorism" directed against
Palestinians who do not toe
the line.
