The law provides for im- mediate Israeli citizenship for all Jews who seek it. Ultra- Orthodox political movements have sought to define conversion within the law as decided by orthodox criteria or Israel rabbinic courts. A telegram from the rabbis to CJC President Dorothy Reitman asserted that CJC's integrity "rests in providing a forum for representation of various and varying ideologies in the Jewish com- munity to come together?' To adopt the Law of Return resolution, the telegram con- tinued, "is a breach of the Congress' mandate." Reitman replied that Con- gress only is "calling for no change in this basic law which exists to protect Jewish unity." Asked how he managed to survive 17 years of struggle with Kremlin officials, in- cluding five years' exile in Siberia, the former radio engineer said: "I am a simple man with a simple strength. Many, many of us, in my place, would have done the same."
