In a dramatic act of de- fiance this week, the Diaspora leaders — known as the "fundraisers" — vetoed the nominations of Akiva Levinsky to succeed Arye Dulzin as chairman of the Jewish Agency/WZO and Avraham Avihai to succeed Levinsky as treasurer of the two organizations. Both men were official labor Party nominees and it had been confidently assumed that they would be elected. It is understood that the Likud Party will not nominate Gideon Patt, Minister of Science in the na- tional unity government, to succeed Dulzin. The fundraisers constitute 50 percent of the Jewish Agency executive and this Was the first time in their 16-year partnership with the Zionists that they had exer- cised their veto power in the appointment of top officials. Amid the bitter recrimina- tions that followed the deci- sion, some Labor party of- ficials accused Dulzin of con- spiring with Jerrold Hoff- berger, outgoing chairman of the Jewish Agency Board of Governors, to engineer the veto. "Levinsky was shot down by Hoffberger," a senior Jewish Agency source told The Jewish News. "He cer- tainly led the fight and his in- fluence among the fun- draisers was obviously forceful enough to convince them that neither Levinsky nor Avihai were suitable can- didates." Hoffberger's opposition to the two men was said to be personal rather than political. He believes that Levinsky, who is in his seventies, is too old and that he is too closely associated with the old guard of the Zionist establishment, which the fundraisers would like to see rejuvenated. While it appears that Levinsky's political future in the Jewish Agency and WZO is finished, another source noted that "there are many factors still to be taken into account!' According to one scenario, Levinsky may yet be elected chairman of the WZO at the World Zionist Congress in December. If that happens, the Jewish Agency may be left with Dulzin, whom it does not want, as its chairman. If that scenario does indeed materialize, the two organiza- tions will have separate leaders for the first time since the partnership was forged between them 16 years ago. "But this is unlikely to hap- pen!' said the source. "For while the partnership is under severe strain right now, Levinsky has been defeated in his bid to lead the Jewish Agency. both the Zionists and the fun- draisers ultimately realize that they still need each other!' Meanwhile, South African Mendel Kaplan was formally elected Wednesday to succeed Hoffberger as chairman of the Board of Governors. Kaplan, who had been head of Keren Hayesod-United Israel Appeal, which raises funds for Israel outside the United States, presides over a steel empire that straddles four continents. Late this week, it was still not clear whether he would take over immediately or whether he would wait until after the conclusion of the Zionist Congress. What seems certain, however, is that over the next few weeks, Kaplan will play a crucial role in finding a way out of the present crisis. Waldheim Denies OSS Recruitment Vienna (JTA) — President Kurt Waldheim last week denied overseas media reports that he was recruited by the Office of Strategic Services (OSS), percussor to the CIA, after World War II. According to the reports, the OSS began recruiting German officers who had held key intelligence posts during the war. Waldheim, who has been linked to Nazi atrocities, including the deportation of Greek Jews, was a Wehr- macht intelligence officer in the Balkans.
