tions, such as Detroit's
Jewish Welfare Federation,
and in Israel by the Israel
Forum and the Jewish Agen-
cy, in cooperation with the
youth and hechalutz depart-
ment of the World Zionist
Organization.
The program involves a two-
tiered service concept com-
prised of a year of service in
Israel followed by a commit-
ment of a year of service at
home upon return. Par-
ticipants in Otzma are
recruited, screened and pro-
vided with fellowships by
their local Federations.
The core of the program
consists of communal service
work in the Project Renewal
neighborhoods supported by
the federations which sponsor
Otzma participants. Other
components include work
with Youth Aliyah, time on a
moshav and an educational
program.
While in Israel, each par-
ticipant is provided with an
"adoptive parent" — a
member of the Israel Forum
who serves as a support
system and becomes a perma-
nent personal tie to Israel
afterwards.

ticipated in the 1987-1988
Otzma program: Baltimore,
Chicago,
Birmingham,
Columbus,
Cleveland,
Detroit, Los Angeles,
MetroWest (NJ), Miami,
Milwaukee, Montreal, New
York City, Palm Beach,
Philadelphia, San Francisco,
Savannah, Toronto and
Washington.

Israeli Policy
New York (JTA) — Torkey
is prepared to strengthen its
economic, cultural and diplo-
matic ties with Israel. But,
diplomatic sources said last
week, in return rIln-key wants
Israel to use its alleged in-
fluence on the "Jewish lobby"
in America to advance Turk-
ish interests in Washington.
Foreign Minister Shimon
Peres met here with Turkish
Foreign Minister Vahit
Halefoglu. It was the first
meeting in the last 20 years
between the Foreign Minis-
ters of the two countries.
Turkey, a Moslem country,
does not have full diplomatic
ties with Israel. The two
countries only have consular
level representations between
them. Because of its solidari-
ty with the Moslem Arab
world, Turkey has been care-
ful for years not to intensify
its ties with the Jewish State.
