United Hebrew Schools'
enrollment has been on a
downward spiral, while
enrollment at area Reform
temple schools has soared and
day school enrollment has in-
creased. This mirrors the na-
tional trend. While UHS

enrollment moved up approx-
imately nine percent this
year — from 1,091 in 1986-87
to 1,186 this fall — the 95 ad-
ditional students include
more than 50 from Cong.

merged into the UHS high

Enrollment for UHS
peaked in the 1950s and
1960s at 2,500-3,000. Federa-
tion contributes more than
$800,000 annually to the
UHS/Midrasha programs.

Debt Plan Proposed

Washington (JTA) — A
move to allow Israel to
refinance part of its debt to
the United States will be
made in Congress, according
to Sen. Lawton Chiles
(D-Fla.).
Chiles said that he met
with Israel Finance Minister
Moshe Nissim Sept. 30 and
told him he would make such
a proposal to the Senate ap-
propriations subcommittee on
foreign operations. The sub-
committee's chairman, Sen.
Daniel Inouye (D-Hawaii),
favors the proposal, Chiles

said.
Israel owes the U.S. nearly
$10 billion for economic and
defense purchases. About $1
billion of the defense loans
were taken out when interest
rates were at 12 to 14 percent.
Chiles said that while
details have not yet been
worked out, his proposal
would allow Israel to
"prepay" the $1 billion by
refinancing the loan in the
private market at the current
.interest rates of ten to 11 per-
cent, thus saving millions of
dollars.
