Dr. Con- rad Giles, president of the JWF, told the Federation annual meeting Wednesday night that the study will determine the needs of Detroit Jewry and assess if those needs are being met. "This is not a headcount," Dr. Giles told The Jewish News. "We have to find out who we are, rather than how many we are." Spending $150,000 on a demographic study "is money well spent when you consider Federation agencies will spend $70 million on local needs alone during the next decade," Giles said. The $70 million represents just the projected Allied Jewish Campaign contributions to local Jewish agency budgets. Total spending of local Jewish agencies could exceed $250 million in that time. "This is a no-risk, businessman's risk;' Giles added. Sixteen of the 18 largest Jewish communities in North America have already completed similar studies over the years, and Detroit will take advantage of their experiences. Stuart Hertzberg has been nam- ed chairman of the JWF committee planning the study. The committee is in formation and is expected to have its first meeting in 30-45 days. The group is expected to apply to Detroit's United Jewish Charities for funding, screen professional demographers and establish guidelines. "We don't want to go into this with any preconceived notions," Hert- zberg said. "All we know is that Federation spends millions of dollars of Campaign funds. We want to know how the Jewish community perceives these services and how well we are do- ing. Are we spending the money pro- perly, are we maintaining the right priorities, is our citizenry aware of our services?" Although no timetable has been established, Hertzberg estimated that a professional study will take 12-18 months. It should also provide, he said, information on the future needs of the Jewish community and the relationship of JWF to its member agencies. Max M. Fisher, Alan E. Schwartz and A. Alfred Taubman issued statements paying tribute to Ford. Henry Ford II took several steps which offset the image of his grand- father consorting with Adolph Hitler, the anti-Semitic diatribes of the elder Ford's Dearborn Independent, and its publication of the notorious Protocols of the Learned Elders of Zion and Fr. Charles Coughlin's Social Justice.
