Israel Advances In 40 Years,
But Much Remains For 5748

e greet the New Year 5748
with reverence and hope. Marking
the fortieth anniversary of the
establishment of the State of Israel, it is a
year of special and moving significance, not
simply another anniversary in the cycle of
time but a date that evokes the deepest
memories of the juxtaposition of death and
loss in the Holocaust with new life in our
ancient homeland.
Many of us today have never known a
world without an independent State of
Israel. But Israel's existence and in-
dependence cannot be taken for granted by
those of the generation that witnessed
decimated European Jewry after World
War II and that bore arms in the War of In-
dependence against seven invading Arab
armies, far-better equipped than our out-
numbered troops. We cannot forget the
grim and bitter struggle and the losses we
incurred. Nor can we forget the terrible
scarcities and wrenching adjustments of
the first years and terrorist assaults that
followed and exacted their sad price.
Against this background, Israel's
achievements during these forty years are
all the more impressive. There have been
developments and episodes of great, even
astonishing, historic import. A million-and-
a-half Jews have been transplanted to
Israel — almost the entire communities of
Iraq and Yemen, large numbers from North
Africa, more than 150,000 out of the vir-
tually sealed confines of the Soviet Union,
and a few years ago, the moving saga of
Ethiopian Jewry's rejoining our nation.

groups, as they intermingle with the

various elements which have combined to
make up our society.
In all this saga of rebirth there have
been events of the most intense, most stir-
ring significance — the War of In-
dependence, the reunification of Jerusalem
in the Six Day War, the hard-won victory
of the Yom Kippur War, leading eventual-
ly to peace with Egypt, the rescue at
Entebbe, the flowering of agricultural,
scientific, medical, historical, scholarship
and Torah studies, as well as literary,
musical and artistic creativity. -
In these forty years, we have created
something that is, unfortunately, far from
universally existent in the contemporary
world — an open, demoCratic society, with
a free and independent judiciary, a
democratically elected parliament, a free
press, and compulsory public education.
We 'have created an industrial, scien-
tific, and agricultural infrastructurewhich
is our guarantee for the future, as we face
an uphill, at times painful and often suc-
cessful, struggle in the economic field. We
are now experiencing the results of our
courageous plan as our economy moves in-
to a period of growth.
In this fortieth year, let us rededicate
ourselves to the centrality of Israel in the
Jewish people's existence. Let us rededicate
ourselves, too, to the principles enunciated
in Israel's Declaration of Independence,
based as it is on the traditions of the Jewish
people, guaranteeing equality to all
citizens of the State without distinction of
race and religion.
Co-existence of another type is ab-
solutely essential to Israel's full and har-
monious development: that is tolerance and
understanding between the Orthodox and
