Israelis) will find us far more
reasonable and moderate
than you imagine."
In public, Arafat went much
further than ever before,
which seemed to indicate that
he enjoyed the support of all
major Palestinian factions, in-
cluding the more extremist
ones. He told a press
conference:
"If I want to take part in a
peace conference, it is not to
sit down and negotiate with
the representatives of the
Arab countries, but with
Israel. I want to discuss with
the enemies against whom I
have fought for many years to
elaborate a lasting, just and
global peace.
"I hope the Israeli leaders
will hear me. The entire
world, both East and West,
now backs an international
peace conference. The chances
for such a meeting are today
better than ever before and
may not reoccur again. Some
Israeli leaders, like (Foreign
Minister Shimon) Peres and
(Minister-Without-Portfolio
Ezer) Wiezman, understand
this, but they make a major
mistake by playing the Jor-
dan option instead of talking
to the Palestinians
themselves."
The Palestinians claimed
that something has changed.
In private conversations they
said that "after our first
meetings with the represen-
tatives of the Israeli peace
camp, including our meetings
with (former Knesset
member) Uri Avneri and Arye
Eliav, we tried to keep these
meetings secret and even
denied that they had taken
place. Abu Amer risked a
bullet, and so did we all, for
having dared to talk with
Israelis. Today, it is the
Israelis who risk going to
prison for having talked to
us." A new Israeli law forbids
direct contact with PLO
members except on specially
defined occasions.
The Israeli peace delegation
was as varied - in its
background as in its ap-
proach. Matityahu "Matti"
Peled, with his flowing white
hair and ramrod appearance,
looked every inch the Israeli
general which he was and, ac-
cording to Palestinians
themselves, made it clear in
all of his discussions that he
was an Israeli patriot who
wanted peace "for Israel's
sake." He seemed to enjoy a
particular prestige among the
Palestinian leaders.
