Assad's Sept. 20 interview in the Washington Post, dur- ing which he confirmed for the first time that he had met. with Saddam Hussein, reminded U.S. academic and governmental experts on the Middle East that Israel's in- telligence commuinity had been ahead of America's on this one point. In the interview, Assad said the meeting did not achieve much progress in ending the decade-old conflict between Damascus and Baghdad. "We each had our own view on Arab and international mat- ters," he said "We remained where we- were?' Secretary of State George Shultz, meanwhile, was due to meet in New York later in September with Syrian Foreign Minister Farouk Charaa as part of the continu- ing U.S.-Syrian effort to im- prove ties. Earlier in the month, the U.S. returned its ambassador to Damascus. He had been recalled after Syria was ac- cused of involvement in the aborted effort in London last year to blow up an El Al airliner: One U.S. official cautioned against any premature predictions of a significant change in Syria's policies. He suggested that the Syrians, in the effort to improve their im- age in the U.S. and the West, were merely engaged in public relations, and not substance. "It's glasnost — Syrian style," he said. He cited the Assad inter- view as an example of this kind of public relations. In the interview, Assad clearly tried to project a more moderate image but did not back away from traditional Syrian positions. Thus, Assad reaffirmed his determination to achieve strategic military parity with Israel. "Strategic parity should be achieved, and there is no change or rethinking of our attitude in this regard," he said. "Any country that desires a just peace in this region should view the strategic parity that we are seeking as a fundamental positive factor in achieving peace," he con- tinued. "It is difficult to see that Israel _would respond to the requirement of a just peace while it is feeling superior?' Assad welcomed the Reagan Administration's re- cent decision to return the U.S. Ambassador to Damascus. He again charged that Israel had manufactured the recent crisis in U.S.- Syrian relations, but offered no substantiation for this accusation. "Our conclusion is that it is Israel which stands behind all of this," he said. "There is no serious and direct reason that would have caused the deterioration in relations bet- ween our two countries!' "At present," he continued, "we do not know what is go- ing on in the minds of the Israelis. Israeli expansion, we believe, is a strategic goal, not a tactical one?' On efforts to arrange an in- ternational peace conference involving Israel and its Arab neighbors, Assad declined to elaborate on remarks at- tributed to him by former U.S. President Jimmy Carter, who reported last spring that Assad was ready to enter in- to direct negotiations with Israel after such a conference is convened.
