minorities in our nation.
The two ideas that just
powers are derived "from the
consent of the governed" and
that government's purpose is
"to secure these rights" make
it possible to define our
republic as a self-governing
community of self-governing
individuals.
All individuals, including
minorities, including
American Jewry, have an in-
timate stake in the full obser-
vance by all of officialdom of
all of the processes of the Con-
stitution all of the time. The
liberty and security of every
person, including every
Jewish person, rests upon the
integrity of all of the pro-
cesses and procedures of the
Constitution.
We must be vigilant over
the whole of the Constitution,
the whole design, not only
over our rights. We must in-
sist on the scrupulous and
principled adherence to the
whole Constitution, not only
to the provisions that affect
us directly, but to the whole
design. Our commitment to,
and vigilance about, the Con-
stitution must be total, com-
plete, inclusive, in order to
protect ourselves and all peo-
ple. The liberty and security
of all persons are tied up in
one constitutional bundle.
Only when there is equal
justice under all of our law for
all, all of the time, will we
make secure our right to be
different.

Ethiopian Jews .
Earn Diplomas

Jerusalem (JTA) — Absorp-
tion Minister Yaacov Tsur
presented diplomas Sept. 15
to 32 Ethiopian immigrants
who completed a 14-month
course to qualify as social and
educational workers. The pro-
gram is sponsored by the Ab-
sorption Ministry in coopera-
tion with the Labor Ministry.
Thirty of the graduates
have already found jobs in
their fields. Some of them
gained professional ex-
perience helping fellow im-
migrants. A number came to
Israel 17 years ago and
returned to Ethiopia as
educators. When they return-
ed to Israel two years ago they
served as teachers and
translators for the thousands
of Ethiopians who im-
migrated to Israel in "Opera-
tion Moses" in 1985-1986.
Tsur reported that a large-
scale Ethiopian immigrant
education project is almost
completed.
