U.S. Hails
Release Of
Refuseniks

Washington (JTA) — The
State Department said last
week that it welcomes the
decision of the Soviet Union
to grant exit visas to promi-
nent Soviet refuseniks in-
cluding Iosif Begun, but said
it remains concerned that
many other long-time refuse-
niks are still being denied
permission to leave.
"During the past several
months there has been some
improvement in the Soviets
human rights performance,"
said State Department
spokesperson Charles Red-
man. "But much more prog-
ress must be achieved before
the Soviets will be in com-
pliance with their interna-
tional obligations such as
those in the Helsinki Final
Act."
Redman said that the exit
visa grants would seem to fit
"a pattern of high profile
gestures" which the Soviets
make prior to a "a high-level
meeting." Secretary of State
George Shultz and his Soviet
counterpart Eduard Shevard-
nadze are scheduled to meet
in Washington.

Rabin Favors
Subcontractors

Jerusalem (JTA) — Defense
Minister Yitzhak Rabin told
the Knesset Monday that
Israel's defense industries are
over staffed and critically
short of orders, and needed
reorganization. He cited the
situation in West Germny
where manufacturers do not
rely entirely on military
orders and keep their work
force down to manageable
size by giving much of the
work to subcontractors.
Rabin, who returned last
week from a one-day official
visit to West Germany, spoke
during a debate over the
government's decision last
month to cancel the Lavi,
Israel's second generation jet
fighterplane project. He
replied to a motion by Likud
MK Dov Shilansky to reverse
the decision. The motion was
referred to committee.
