Israeli "occupiers."

who support him and punish-

(and, thus, to other Arab
states): And when they are
allowed into Jordan, they are
frequently arrested and
interrogated by Jordanian
security forces.
On the other hand, gen-
erous loans for commercial,
agricultural and domestic
purposes are being handed
out to those who support the
king.
The results are already
becoming evident, said
several senior Israeli
observers. Palestinians have
not, to be sure, abandoned
Arafat, but there is a discern-
ible erosion in his following.
In villages throughout the
West Bank, particularly
around Jerusalem, portraits
of Hussein are replacing
those of Arafat.
One clear example of
Jordanian-Israeli cooperation
is seen in the treatment of
Arabic-language newspapers
that follow a PLO line. Last
month, Mahmud Abu Zuluf,
the editor of Al-Quds, a daily
with a strong pro-PLO bias,
was served with a restriction
order. On the same day, the
prominent pro-Jordanian
former Mayor of Gaza,
Rashad al-Shawwa, was given
a permit to publish a new
daily, Al-Huda.
In addition, Israeli Police
Minister Haim Bar-Lev has
announced that criminal
charges are being prepared
against Hana Siniora, a
prominent West Bank figure
and editor of the pro-PLO
daily Al-Fajr.

Other
Jordanian-Israeli attention
are Palestinian students at
the four universities in the
West Bank and Gaza. These
institutions, established after
Israel conquered the
territories in the 1967 Six
Day War, have radicalized a
generation of young Palestin-
ians.
