missile threats that are
emerging on Israel's borders.
The Israeli government, he
notes, invested $7 billion in
bailing out the banks follow-
ing the collapse of the bank
shares three years ago: "Don't
let them tell me that there's
no money. It is just a question
of priorities — and as far as
I'm concerned, we have ours
all mixed up."
In a desperate bid to keep
the Lavi alive, Israel Aircraft
Industries initiated its own
investigation in an attempt to
drastically cut the project's
costs by around $200 million
a year. It also mounted a cam-
paign to convince Israel's
legislators of the logic of its
arguments.
Many politicians need little
persuading. There is nothing
they want more than to see
the Lavi through its difficult
gestation and to stand by pro-
udly as it takes its place
among the finest—perhaps
the finest—fighter planes in
the world.
Succesive opinion polls
have shown that at least two-
thirds of Israelis want the
project to continue, with a
significant proportion ex-
pressing a willingness to
make personal sacrifices to
ensure its survival.
For the partners in Israel's
national unity government,
such factors are hard to ig-
nore. Neither Likud Prime
Minister Shamir nor Labor
Foreign Minister Peres is anx-
ious to be the first to say "no."

Indeed, the Lavi crisis is ex-
ceptional in that it is among
the very few over the past
three years that have not set
the national unity coalition
partners at each other's
throats.
Both Shamir and Peres
speak passionately of their
devotion to the continuation
of the project—if the
necessary funds can be found.
The Likud camp remains
staunchly pro-Lavi, and not
without reason. The project,
which was conceived during
the populist, inflation-ridden
administration of Menachem
Begin, is regarded as a Likud
brainchild.
To abandon it would be to
add to the awkward ques-
tions, now being asked anew,
of the party's abysmal
economic record and of its role
in the Lebanon War.
Shamir is also caught in a
personal bind—he cannot be
seen to be less enthusiastic
about the Lavi than two of its
fiercest advocates, David
Levy and Ariel Sharon, who
also happen to be his leading
challengers for leadership of
the Likud Party.
