Shamir Has Held
Off Peres

With Israel's Knesset now
in recess until after the
Jewish holidays in late Oc-
tober, observers are noting
that Prime Minister Yitzhak
Shamir has proven more po-
litically savvy and resilient
than his critics — chiefly
Foreign Minister Shimon
Peres — had thought.
Shamir, 71, may have less
charisma and intellectual
ability than his rival Peres,
but he has been proven an ex-
pert in the strategy of day-to-
day Israeli politics.
Since switching jobs with
Peres nine months ago,
Shamir has headed off Peres's
efforts to convene an interna-
tional peace conference as
well as his efforts to break up
the government. Critics con-
tend that all Shamir has to
show for his tenure is his
ability to block Peres' in-
itiatives while maintaining
Peres's economic policies, but
defenders say that Shamir is
satisfied keeping the status
quo.
"Because Shamir lacks
charisma and a dramatic
style, he is often under-
estimated, "said Ehud
Olmert, a Likud member of
the Knesset. "His strengths
are all hidden. He has very
strong_ nerves, enormous pa-
tienrx."

South African
Ties Broken

Tel Aviv (JTA) — Histadrut
Secretary-General Yisrael
Kessar last week ordered all
industrial enterprises con-
trolled by the trades union
federation to break all com-
mercial ties with South
Africa, once present contracts
have expired.
His move followed a com-
plaint by Civil Rights Move-
ment Knesset member Ran
Cohen that Iskoor, a company
owned by the Histadrut's
giant Koor Industries, last
year bought 25 million worth
of steel and scrap iron from
South African.
Cohen charged that Iskoor
had set up a front company in
Switzerland called Talronics
to conceal its dealings with
South Africa.
It was reported that Kessar
had initially refused to res-
pond to Cohen's charges, but
then summoned heads of
Hevrat Haovdim, the His-
tadrut's holding company,
and of Koor Industries to im-
press on them they must
follow the Histadrut's policy
of ending all trade links with
South Africa.
