New York (JTA) — The
World Jewish Congress (WJC)
denounced as a "fraud" and
a "whitewash" an Austrian
commission created last June
to investigate Austrian Presi-
dent Kurt Waldheim's past.
The WJC's charges followed
its discovery that Manfried
Ruachensteiner, who will
serve as the commission's
chief of staff, told the
Austrian magazine Profil last
year that Alexander Loehr, a
commander of Nazi forces in
the Balkans and Waldheim's
superior was an "example
(who) deserves to be followed."
Loehr, founder of the
Austrian Air Force and Com-
mander of German Army
Group E during the occupa-
tion, was hanged by Yugo-
slavia for war crimes in 1947.
Waldheim, a former UN
Secretary General, served
under him as a senior in-
telligence officer at the Head-
quarters of the High Com-
mand in the Balkans from
1942 to 1945.
In June, Austria announced
the creation of an "interna-
. tional commission" headed by
Swiss historian Rudolf Kurz
to examine Waldheim's past.
The commission is scheduled
to begin work in September.
In other developments,
Austria began distributing
last Friday a "White Book"
which supports Waldheim's
denials that he departed Jews
and others to death camps
while serving in the German
Army in Yugoslavia and
Greece.
The 500-page book, com-
piled in English by Wald-
heim's son Gerhard and
Ministry Officials, will aid
Austrian ambassadors when
answering - inquiries into
Waldheim's military ac-
tivities during World War II.
The White Book claims the
allegations about Waldheim
were aimed at damaging his
moral standing. It supports
this claim with a chronology
of his military service and af-
fidavits from colleagues,
friends and neighbors.

Leaders Institutes at six sites
