for a senator from Nevada
whose record has not won
strong praise from Jewish ac-
tivists here. What makes this
political wrangle more in-
teresting is the fact that the
senator in question is Jewish.
Specifically, the debate
focuses on Sen. Chic Hecht (R-
NV), a Jew himself and a con-
servative product of the same
political broth that produced
Paul Laxalt. In broader
terms, the issue centers on
how much emphasis the
Jewish community should
place on a candidate's record
on Israel.
Sen. Hecht's record on
Israel is acceptable to most
pro-Israel groups, although
the senator has never been
viewed as a leader.
When President Reagan
was being criticized for
visiting the S.S. cemetery at
Bitburg, Sen. Hecht reported-
ly brought a group to the
White House to demonstrate
Jewish support for the presi-

dent's decision.
When the perennial issue of
the acceptability of religious
apparel in the military was
being discussed in the
Senate —the "yarmulke
bill" — Sen. Hecht gave a
speech on the Senate floor
against the measure that still
angers several Jewish ac-
tivists here.
The debate over Jewish sup-
port for Sen. Hecht is shaping
up as a debate over the
broader questions of the role
of PACs in Jewish politics—
and over the centrality of the
Israel issue. Several pro-Israel
PACs are supporting Hecht
because of his inoffensive
record of Israel — and,
sources say, because he is
Jewish. There aren't many
Jews in the hallowed halls of
the Senate, and there is a
degree of reluctance to oppose
a Jewish incumbent even if
he or she has a less-than-
sterling record of accomplish-
ment.

Washington (JTA) — The
Commerce Department last
Monday accused Safeway
Stores Inc., the nations'
largest food chain, of 449
violations of the U.S. law
against participating in the
Arab boycott of Israeli
products.
Safeway is accused of hav-
ing excluded boycotted firms
from a list of suppliers, which
it used to offer products for
sale to two supermarkets in
Saudi Arabia and one in
Kuwait.
The complaint also charges
that Safeway required one of
its wholesale suppliers to sub-
mit names of its manufac-
turers for boycott clearance.
The charges carry a fine of
more than $4 million,
$10,000 for each violation. If
they are upheld by a' Com-
merce Department ad-
ministrative law judge, it will
constitute the largest fine
ever levied for violation of the
anti-boycott law.
"We believe the charges are
preposterous," said Felicia del
Campo, a spokeswoman for
Safeway stores based in
Oakland, California. "And we
will vigorously defend
ourselves against these
charges because we have done

everything possible to comply
with the U.S. anti-boycott law.
We certainly had no intention
of being a party to an Arab
boycott of Israeli products."
Del Campo said that
Safeway does not own the
Arab stores, but has entered
into a "technical agreement"
with native companies licens-
ing them to use the chains's
name and give them advice.
She said the stories simply
provided the local companies
with a list of manufactures of
American products offering to
sell them. "The (claim) that
we constituted an agreement
is an absurd charge," she said.
The Arab boycott of Israel
dates back to 1944 but in-
creased substantially in the
late 70's when the U.S.
adopted two laws to counter-
act the participation of U.S.
firms in the boycott.

American Jewish Congress
since 1980, has been named
national director of the
Americans for Democratic Ac-
tion (ADA) as of Aug. 24.
