The shooting down by Israeli jet fighters of a Libyan passenger airliner which had strayed off course and ap- peared to be heading towards Dimona did much to raise the level of speculation in the mid-'70s. So, too, did reports, still un- proved, that Israel had il- legally acquired heavy water and that it had seized a con- signment of uranium, the cargo of a ship it allegedly purchased while on the high seas. Another report, also in the mid-'70s, concerned the disap- pearance of 100 kilograms of enriched uranium frOm a United States company in Apollo, Pa., which was owned by Dr. Zalman Shapiro, described in one media report as being "a warm Jew and an ardent Zionist." While Israeli spokesmen repeat the formula response that Israel will not be the first to introduce nuclear weapons into the region, public figures have periodically delivered themselves of statements that tended to lend credibility to the speculation, at least in its broadest outline. One clear hint came from Prof. Ephraim Katzir, a distinguished Israeli scien- tist, when he was president of Israel in 1974. Meeting with a group of visiting United States and European science correspondents at his official residence in Jerusalem, Kat- zir told them bluntly: "Israel has nuclear potential." Pressed to specify when that potential might be realized, he replied: "Do you expect that here, in these cir- cumstances, I will specify a date?" And asked whether such a development should give rise to concern in Israel, Katzir reponded: ,"Why should this matter worry us? Let the world worry. We have to worry first and foremost about our own survival." Yet another hint was drop- ped in February 1976 by the late Moshe Dayan, former chief of staff and defense minister, during an interview with the First Network of French television. "We have to think about the future," he said. "And for Israel the future must include the nuclear option and the possibility of retaining nuclear weapons without any outside supervision.
