Federation Promotes Michelle Passon --X- Michelle Passon Jewish Welfare Federation Executive Vice-President Martin Kraar has announced the promotion of staff member Michelle Passon to director of leadership develop- ment for Federation. "This new senior staff posi- tion recognizes the impor- tance of building our leader- ship ranks," said Kraar, who added that "The future of our Jewish community lies with the training and development of new leaders." In her new role, the former Women's Division director will help develop programs focusing on lay and profes- z sional leaders at all levels. These programs include recruitment, education and training, as well as a system of recognition for lay and pro- fessional accomplishments. Before joining Federation in 1982, Passon was executive director of the B'nai B'rith Women's Midwest Region. She served as controller for the North Oakland County board of realtors and assis- tant to the Controller of the Jewish Community Center of Metropolitan Detroit. She serves on the United Jewish Appeal's national pro- fessional advisory committee on new gifts, and is a field in- structor for the University of Michigan. Ar- ticles in the July 9 African Concord claim that Israel has pledged to develop African agricultural and health pro- grams with the ulterior motive of selling arms, building African armies and establishing an intelligence network to pass information to South Africa. The magazine also reports that Israel continued active military and business engagements in Africa dur- ing the years of discontinued official diplomatic relations. The magazine was one of several black publications made available for the press at the convention of the Na- tional Association for the Ad- vancement of Colored People in New York. Concord correspondent Vic- tor Ndovi describes Israeli Premier Yitzhak Shamir's week-long June visit to four African nations as an "African offensive," and claims it was in response "to growing domestic political and economic pressures from the United States." Shamir visited Togo, Cameroon, Liberia and Ivory Coast, countries which over the past four years resumed diplomatic relations with Israel that were broken off during the Yom Kippur War of 1973. Ndovi writes that as Israel itself cannot afford to offer monetary aid to Africa, which Shamir admitted during his visit, Israel seeks financial backing, mostly from the U.S. A "key aspect" of Israel's agreements with the African nations, Ndovi writes, is military. Thus, Shamir pro- mised Togo military training assistance that would include the training and arming of the presidential guard. In
