The feeling here seems to be that AIPAC doesn't need to conspire with small PACs in channeling funds to can- didates who pass their lit- mus test on Israel; their ability to dominate the pro- Israel agenda, and the rip- ple effect this causes in every other group interested in the politics of American support for Israel, is more than enough to get the message of political clout across to decision-makers at every level. AIPAC, for its part, agrees that one of its functions is to supply information on the voting records of various legislators. "We are an im- portant information resource," an AIPAC spokesperson said. "One of our functions is to provide information to AIPAC members nationwide who are interested in how their representatives vote on mat- ters that concern Israel. There is nothing the least bit sinister about this." Hill insiders are . all too well aware that the line bet- ween influence and collu- sion can be a blurry one. The definitions are essentially political; what looks like successful lobbying to one side looks like conspiracy to the other. And there is general agreement among Jewish activists here that the bias is particularly strong for political groups identified with Jewish causes. When the American Medical Association flexes its con- siderable muscle on the Hill over an issue like hospital cost containment, you don't hear much talk about collu- sion, even though the AMA's motivation is generally not unrelated to the economic self-interest of its members.
