respect him. According to
sources close to the Foreign
Minister, Pickering sat with
Peres to draft problematic
clauses dealing with the
nature of the international
conference, and in January
1986 he even flew to Europe
with Peres then Prime
Minister—to act as mediator
in the first "secret" meeting
with the Jordanian
monarch.

"Pickering," says one
Peres aide, " showed himself
to be an extremely impor-
tant agent in bridging the
differences between the two
men." The United States
ambassador's enthusiastic
patronage of the peace con-
ference ran out of steam,
however, when it en-
countered Yitzhak Shamir's
determined opposition.
Pickering had counselled
Secretary Shultz to adopt
the Peres-Hussein agree-
ment as an official
American stand and to. an-
nounce his intention of
visiting the region shortly
afterwards to promote the
peace conference, a series of
moves that he felt confident
would be sufficient to shake
Shamir out of his rejec-
tionist position.

But Shamir was clearly
not about to be budged, and
in the event Shultz was un-
willing to throw his weight
behind an agreement that
would not only have opened
the Middle East door to the
Soviet Union but would also
have antagonized the Israeli
Prime Minister.

Pickering, having con-
spicuously taken sides,
found himself caught up in
the midst of a massive con-
vulsion between the major
parties in the national uni-
ty government, leaving him
with no alternative but to
watch impotently as the
peace conference idea was
dashed aginst the rocks.

Not surprisingly, tensions
between Pickering and
some of Shamir's senior
aides are now running high.

Shamir and his aides draw
comfort from the fact that
George Shultz does not
always take the am-
bassador's counsel in for-
mulating policy. At the
same time, however, they are
under no illusions that the
Arabists are coming out of
the closet.
