Alarmed by the prospect of
a damaging, no-holds-barred
leadership struggle, Jewish
Agency elder statesman Max
Fisher, who was himself
chairman of the Board of
Governors for 12 years, step-
ped in. He reportedly dispat-
ched Zelig Chinitz, former
director of the UIA's
Jerusalem Office (and the
man slated to succeed as pro-
fessional head of the UIA-
UJA in New York on Irving
Kessler's retirement), to per-
suade Hoffberger to change
his mind and attend the
Assembly.
The "Committee of Twelve"
— an ad hoc group comprising
six Zionist and six Diaspora
leaders whose task is to "keep
the door open however bad
things become" — also flew in
to Baltimore in May.
They sat with Hoffberger to
thrash out problems and
soothe ruffled tempers in
preparation for the Assembly
and for the Zionist Congress
in December.
Nonetheless, when the
Zionist General Council met
in Jerusalem during the week
preceding the Assembly
meetings, there was a clear
determination to signal the
"fundraisers" that the
Zionists would tolerate no fur-
ther inroads into their power.
The general council
unanimously declared its
"complete support" for Dulzin
and its determination to find
"a suitable means of express-
ing this support."
One such suitable means of
expression now being can-
vassed is to appoint Dulzin
President of the Zionist Con-
gress when he bows out as
chairman of the WZO/Jewish
Agency in December. It is a
position that carries con-
siderable executive clout and
one that was last held by the
late Nahum Goldmann.
The Zionist General Coun-
cil also instructed the ex-
ecutive to prepare a plan for
"the comprehensive
reorganization of the Zionist
movement." This has long
been a goal of the Diaspora
leaders, who view the WZO as
a politicized and antiquated
institution. Indeed, Dulzin
made this the keynote of his
address at the opening of the
Jewish Agency Assembly,
whose theme, appropriately,
was "The Jewish Agency
Tomorrow."
Speaking openly of his
distress over the actions and
atmosphere at the Board of
Governors meetings in Febru-
ary, Dulzin warned of a
"power struggle" between the
