Defending Our Jewish Institutions:
Needs, Goals Under Constant Review

letter in The Jewish News , of
June 12th raised
thought-provoking questions
regarding the need for the Jewish
Family Service and the Jewish
Vocational Service. The letter-writer is
correct in noting that these agencies
were established in the spirit of
providing "noble services to the Jewish
community." The writer questions
whether "sunset laws" are ever applied.
In response: JVS periodically
reviews all of its objectives in order to
determine which of its services are
necessary and useful and which have
outlived their usefulness. This has
resulted in the continuance of effective
programs and the modification or
elimination of those that did not serve
effectively or are no longer needed.
The writer asks nine excellent
"rhetorical" questions with
accompanying responses. However, we
must take issue with some of the
responses by giving our own:
Is their primary purpose to perpetuate
Jewish values, education, religion, etc.?

helping people who cannot 'work and

who are unemployed to become
self-sufficient, we are acting upon a
religious mandate and through such
action perpetuate a Jewish value
requiring us to help those in need.
In acting on this ancient system of
values, we are helping to enable both
the survival of people -who are Jewish
and the Jewish values that guide our
actions.
Do they serve the Jewish community
exclusively?
No. JVS serves over 7,000 people a year,
,approximately half of whom are
members of the Jewish community. It
should also be noted that in addition to
funds received from the Allied Jewish
Campaign, JVS is funded by fees for
service, the United Foundation, and
government fees and grants. Out of the
JVS budget of $6.6 million, less than
$600,000 comes directly from Jewish
sources. One program of the agency,
which serves 100 Jewish clients who are
developmentally disabled, receives no
subsidy from the Jewish community
whatsoever. We could not continue to
serve all of our Jewish clients in a
variety of programs dedicated to their
needs without financial assistance from
outside sources.
But economic reasons should not be
the only consideration. Our Jewish
