Aliyah increased by 40 per-
cent in the first four months of
1987 compared to the same
period last year, Immigration
and Absorption Minister
Yaacov Tzur reported to the
Knesset June 9. The rise was
due mainly to the arrival of 630
immigrants from South Africa
since January. In the same
period of 1986, their number
was 286.
Tzur said he expected 1,000
immigrants from South Africa
by the end of the year. The
outlook for aliyah from the
Soviet Union is not so good
although many more Jews are
leaving the USSR this year
than last year, he said.
Although 580 Soviet Jews ar-
rived in Israel this year, the
dropout rate is still about 75
percent. The total number of
Jews who left the Soviet Union
since January is 2,500.

Brief To Bar
Death Penalty
New York — The American
Jewish Committee has joined
in a brief to the United States
Supreme Court to bar the death
penalty for juveniles.
Explaining the AJC's interest
in the appeal by an Oklahoma
death row inmate who at the
time of the crime in 1983 for
which he was sentenced to
death was only 15, a month and
a half before his 16th birthday,
Samuel Rabinove, AJC's legal
director, said:
"Whatever one's views on the
death penalty, there is
something particularly distur-
bing about putting to death a
young man who committed his
crime before he was 16 years
old."
Israel Hit By
Radio, TV Strike
Aviv (JTA) — Strikes caus-
ed Israelis to spend last
weekend without either radio
or television and with re-
stricted bus service in all towns
and villages apart from Tel
Aviv. The strike and lockout in
the electronic media has af-
fected news bulletins for the
first time in the history of radio
and TV here. In previous
strikes, hourly news bulletins
continued.
Broadcast technicians are re-
questing payment of a six per-
cent pay rise retroactive to
April 1985, awarded them by a
labor court but not imple-
mented by the Israel Broad-
casting Authority (IBA) absent
Treasury approval.
