am not a member of any
Zionist organization, nor
have I ever been, yet some-
how I have received a ballot
for the World Zionist Con-
gress (WZC) elections which
are now being conducted. So
have some acquaintances who
have suddenly discovered
that they are members of
organizations which they
would never consider joining.
Since the umbrella Zionist
organization — one of the
many "major" American
Jewish umbrella groups in the
billion-dollar growth industry
known as the American Jew-
ish establishment — which is
in charge of the elections has
hired outside firms to audit
membership and voter lists
and to monitor the count, it
is apparent that there is a
strong belief that there have
been shenanigans in the ef-
fort of different slates to im-
prove their prospects.
I wouldn't be surprised if
the Satmar Rebbe and the
folks at the American Coun-
cil for Judaism have gotten
ballots as well.
Cheating is always wrong
— and it is wrong in the WZC
voting. The abuses which
have been committed are
however, sadly appropriate
for the selection of those who
presumably will speak for
American Jewry in the abuse-
laden Jewish Agency —
World Zionist Organization
network.
As difficult as it is to
believe, there are persons ex-
tant who are fully knowl-
egeable about the unbeliev-
ably complicated mechanism
that is the Jewish Agency —
WZO. They can explain how
the two superagencies differ
and how they interact, where
they receive their funds, how
they spend $500 million a
year, the scope of their

group promoting rights for
observant Jews, is president
of the Rabbi Jacob Joseph
School in New York, and
chairman of the Board of
Legal Assistance for the
Jewish Poor.

the years these experts would
have been alert to the abuses

Jewish Agency scandal which
was happening within the
range of vision of our very
knowledgeable — but
ultimately very blind —
leadership. (Incidentally, for
our pains, we were attacked,
while the Jewish Agency was
defended through the full
employment of the elaborate
and experienced public rela-
tions machinery that is
available to our
establishment.)
For years, in fact, our
leaders insisted that on the
whole the Jewish Agency and
WZO were on the right track,
that if any improvement was
needed it could come through
the increased scrutiny which
they had gotten the bureau-
crats who ran the Agency to
agree to. They apparently
were too convinced of their
own potency to understand
that the review from a
distance of six-thousand
miles is a chimera.
While our leaders were
assuring the Jewish public
that reports of Jewish Agen-
cy — WZO misdeeds were
wildly exaggerated by critics
with little information and
axes to grind, in private they
expressed concern over tales
of waste and frustration over
their inability to institute
meaningful reforms. They
felt, however, that it was
necessary to speak out of
both sides of their communal
mouth, for if they went public
with their criticism, they
might endanger fundraising
for Israel.
