and go out, Shtern explained.
The 'fine print' provides
more interesting reading. The
only individuals who can ask
for emigration visas are fam-
ily of refuseniks who have
parents, children or siblings
who have left the Soviet
Union, Shtern explained.
In addition, visas can be
refused for the broad reason
entitled "State Considera-
tions." Such a cover-all clause
causes some to rename the
new emigration regulations
an "anti-emigration law."
Of the approximately
50,000 refusniks who have
asked for exit visas but have
been refused, 12,000 are
known by name. More than
300 of the latter group are
known to have been waiting
over ten years to leave. These
people who have gained in-
ternational recognition, have
caused embarrassment and
annoyance, are the Soviets
being released, according to
Shtern.
Although the relative in-
crease in exits granted is a
"welcomed step in the right
direction, I don't want anyone
in the world to think we're
congratulating those bas-
tards," said Sol Lachman,
President of the Michigan
friends of SJEIC.
Lachman recalled the
late Senator Henry (Scoop)
Jackson's proposed amend-
ment of 15 years ago which
suggested an annual quota of
60,000 Jews gaining exit
visas. Shtern remembered
1979 when 51,000 Jews left,
1980 when 20,000 left, 1981
when 9,000 left and the stag-
nant 1,000 every year since.
Due to a relative in-
crease in emigration —
nearly 2,500 Soviet Jews
have already emigrated this
year — "we're in the position
to say we're glad. Our aim is
not to be glad with relative
numbers, but to save
people,"Lachman said.
"Their policy is can-
nibalistic. It's as if they're
saying 'this night I'm not eat-
ing men,"' Shtern illustrated.
Heeding the warnings of
imprisoned Soviet Jews who
he said tell him, "don't be
happy, don't let yourself be
tricked. We could be the last
Jews to leave," Shtern him-
self cautioned, "millions of
Jews could be victims of our
optimisim."
Shtern, who holds a
Ph.D. in economics from Mos-
cow University and made
aliyah in 1981, founded the
SJEIC with Yosef Medelevich
in 1983 in order to provide
what he observed as a "mis-
sing link" in the effort to aid
the struggle to free Soviet
Jews. He observed that the
Israeli people demanded little
from the government in the
way of helping Soviet Jews
both gain exit visas and re-
