ish activist who has known
Arad for years describes the
new ambassador as an effec-
tive communicator who is
very familiar with the Wash-
ington diplomatic scene. This
source describes him as "the
complete professional," and
speculated that his tenure in
Mexico kept him out of the
deadly political fray in
Jerusalem.
"Every ambassador sets
his own tone," this source
said. "If I had to guess, I'd
say the tone of the Israeli
delegation under Arad would
be one of professionalism.
This guy is a straight shooter.
And he is too strong a figure
to be bypassed by the people
in Jerusalem."

Divisions Within AIPAC
A minor controversy is
developing over the alleged
Republican tilt of the preemi-
nent pro-Israel group in
Washington, the American-
Israel Public Affairs Commit-
tee.
At issue is a new AIPAC
publication that one Senate
democratic source called "The
Republicans' Greatest Hits."
Consisting of more than 200
pages, the publication is a
compendium of the Reagan
administration's pro-Israel
statements over the years.
Some Democrats are com-
plaining that the book reads
like something written by the
Republican National Com-
mittee.
"The amazing thing," one
Democratic source said, "is
that they just sent it to of-
fices on the Republican side,
assuming, I guess, that we
wouldn't see it. The timing of
this thing is just incredible.
And no credible lobby would
put out something that's just
a paean to one party."
The publication may be
just one visible manifestation
of serious divisions within the
large and politically suc-
cessful organization between
the forces that believe AIPAC
should be staunchly bipart-
isan, and those that want to
align the group more firmly
with the Republican party.
Sources within AIPAC
acknowledge that the deci-
sion to produce the book was
a controversial one, but insist
that it does not represent a
significant tilt in favor of the
Republicans. AIPAC spokes-
people also deny that the
book was sent only to Repub-
licans.
