Cohen, a former University of Michigan dean and professor and secretary of health, education and welfare in the Johnson Administra- tion, died May 17 at age 73. Born in Milwaukee, Wis., Mr. Cohen was graduated from the University of Michi- gan. In 1934, he went to Washington where he helped draft the Social Security Act of 1935. He became the first employee of the Social Secu- rity Administration. He remained at the Social Security Administration until 1956, taught at the Univer- sity of Michigan for four years as professor of public welfare administration and was brought back to the capi- tal by President Kennedy. He was named assistant secretary of health, education and welfare and worked on major national health insur- ance plans, such as Medicare. He returned to U-M in 1969 as professor and dean of its school of education. In the mid-1970s, Mr. Cohen was president of the American Public Welfare Association. During the Car- ter Administration, Mr. Cohen helped rally a coali- tion of organizations repre- senting the elderly, labor, women, blacks, the poor, stu- dents and churches. Named Wilbur Cohen S.O.S. for Save Our Security, it wielded enough influence to block many of the proposed cuts to welfare aid. He left the University of Michigan in 1980 to become professor of public affairs at the University of Texas at Austin. At the time of his death, Mr. Cohen was co- chairman of S.O.S. Mr. Cohen is survived by his wife, Eloise; three sons, Bruce of Washington, Christ- opher of Chicago, Ill., and Stuart of Ann Arbor; a brother, Darwin Huxley of Milwaukee; and five grandchildren. Abraham Zwerdling, Led Detroit School Board Abraham L. Zwerdling, president of the Detroit Board of Education in the 1960s, died May 17 at age 73. An Ann Arbor native, Mr. Zwerdling had a notable career as a lawyer and civil rights activist. His racial integration plan, upheld by the courts, led to his recall and removal from the board of education. A graduate of the Univer- sity of Michigan Law School, Mr. Zwerdling was a key fig- ure in the growth of public sector labor law. He was an adviser to the late Walter P. Reuther, president of the United Automobile Workers, and was general counsel to the American Federation of State, County and Municipal Employees from 1971 to 1980. He established a labor law firm in Washington in 1980 and was special counsel to the New York Civil Service Association. Mr. Zwerdling was a member of the board of three- tors of the American Arbitra- tion Association, a committee chairman in the labor rela- tions law section of the American Bar Association and an adjunct professor of labor law at the Georgetown University Law Center. He also was a lifetime member of the National Association for the Advance- ment of Colored People. Mr. Zwerdling is survived by his wife, Thelma; a son, Robert; a daughter, Janet Weiswasser; and a brother. Services in Washington.
