Federal Collateral/Diamond Creations. He conveys this
promise with great confidence due to his background and
the unique design of his business.

At twenty-eight years of age, Paul is already Vice Presi-
dent and General Manager. He began his career in 1981
by leaving the University of Miami as a business major
to come to Detroit and help run his father's business,
Federal Collateral. Soon after, Paul left Detroit to enroll
at the Gemological Institute of America where he even-
tually graduated with honors. Paul then returned to Detroit
and took control of the company. Because of Paul's
knowledge of the jewelry business and his newly-found
expertise in precious gems, Federal Collateral began to
thrive.Now boasting an experienced seven member sales
staff, Federal Collateral/Diamond Creations is a very suc-
cessful, multi-locational, jewelry merchandiser. With his
plans to open other stores in the Metropolitan Detroit area,
Paul's ambition is apparent.

At the present time, Federal Collateral/Diamond Creations
is distributed among three different stores, each specializ-
ing in a different area of the jewelry market. Federal Col-
lateral, the original store, is located at 1117 Washington
in Detroit and specializes in federal collateral loans against
items of jewelry. For example, a customer comes into
Federal Collateral with the intention of borrowing money.
One of Paul's experienced salespeople (all of whom are
graduates of the Gemological Institute of America) will
appraise the piece of jewelry and tell the customer its
estimated retail value. If satisfied with the appraisal, the
customer then agrees to put the jewelry up as collateral
and receives a loan for up to 20% of that figure. Then,
if the customer cannot repay the loan according to the
rules of the loan, Federal Collateral will prepare the jewelry,
polish it, even recondition it, and put it up for sale at up
to 50% off its retail value

specializes in the purchase of previously owned diamonds
and diamond jewelry. Operating in a similar fashion as
the Washington Blvd. store, a member of his staff will ap-
praise an incoming piece and then give the seller up to
35% of its estimated value.

The "crown jewel" in Paul's chain of stores is the Diamond
Creations store located . in the Fairlane Town Center in
Dearborn. This is a luxuriously beautiful store where he
displays and sells most of his finer pieces. Paul and his
staff assist the customer in buying the desired piece at
the best possible price.
