ed. "That means for the one
minute you see on TV, there are
49 minutes you don't see. Bas-
ed on this one image, you can
create reactions toward people
or countries!'
The main aim of propaganda
is to reinforce opinion, not to
change it dramatically, Dr.
Gitlis emphasized. Moreover,
"the more intelligent we are,
the more susceptible we are to
propaganda." The less
educated, he explained, hold on
more tightly to their opinions.
They are less open to new or
contrary information. But
among the better educated,
who are used to a free flow of
ideas, "you change very
gradually. But suddenly people
aren't sure about their opinion.
They want to recheck, to re-
judge, to learn more!'
Propaganda must be analyz-
ed critically, not merely refuted,
he said, because ultimately,
propaganda is bas e d on the
truth. "A good propagandist
does not lie. He might tell a
half-truth, a partial-truth. But
because it's the truth, it's
harder to fight!'
There is some source of truth
in the connection between Jews
and money, he said by way of
example. "Jews were forced to
be moneylenders in the Middle
Ages so they would be despis-
ed and hated!'
One of the important out-
comes of this situation, he con-
tinued, was the revolutionary
introduction of international
finance and credit.
"But then what the pro-
pagandist does is use
generalizations: All Jews are
good with money. All Jews are
rich!'
Arab propaganda against
Israel has been lifted wholesale
from Soviet anti-Israel pro-
paganda, Dr. Gitlis said. One
major Arab theme — the equa-
tion of Zionism with Nazism —
was developed by the Soviets in
1952 when Israel began receiv-
ing reparation payments from
West Germany, a relationship
bitterly opposed by the Soviets.
According to Dr. Gitlis, the
Soviets, in books and pam-
phlets, argued that the Ger-
mans were trying to silence
Israel because the Israelis
knew of Nazis serving in
Adenauer's post-war
government.
During the Eichmann trial in .
1961 the Soviets argued that
the Israelis were seeking to
silence Eichmann because he
knew of secret deals between
the Zionists and the Nazis dur-
ing World War II.
In current Arab propaganda,
Israel is portrayed as the second
Nazi state. Their films tell of
Israel destroying Arab villages,
of killing innocent men, women
and children, and of breaking
into graves to rob the dead.
"What is the motivation
presented for grave-robbing? It
is explained that in the Middle
East gold teeth are a symbol of
Dr. Baruch Gitlis:

"Nobody in the film says Israel
is a Nazi state. The film_works
by association!"
We hear of gold teeth and we
think of the Holocaust. These
films no longer present the
Arab-Israeli conflict as a
political conflict for which a
solution may be found, he
argued. "Would you negotiate
with someone who robs graves?
Would you negotiate with
Nazis?" he asked rhetorically.
The terminology of Arab pro-
paganda finally found its way
into the American media dur-
ing the 1982 Lebanon War, Dr.
Gitlis said. "Menachem Begin
was compared to Hitler; the
Israeli Army to the
Wehrmacht. The Israeli action
was described as genocide!'
The Israeli-Nazi equation is
beginning to appear in books
published in the United States
and used in university courses.
This is the stage in which the
anti-Israel, anti-Semitic pro-
paganda enters the home in a
tangible way.
"Students read it and they
come home and ask questions!"
We must have the answers, he
said urgently. "If we don't wake
up and be on guard and train
people on how propaganda
works on them- in a democracy,
it may be too late!'
