Atlanta (JTA) — It is now
illegal to teach, train or

dangerous weapons and exp-

civil disorder, riot or insur-

Gov. Joe Frank Harris
signed into law last month a
bill that would mandate a
maximum fine of $5,000 and
one-to-five years' imprison-
