creased domestic production,
greatly improved methods of
using fuel and other energy
sources such as coal and nu-
clear power, satisfied our
energy needs.
But with the glut of oil on the
world market in 1986 and the
collapse of prices, the adminis-
tration abandoned the incen-
tives to make the country self-
sufficient in energy, scrapped
its support of solar energy and
other alternative power proj-
ects, relaxed mileage
standards for automobile gas
consumption, and expressed
readiness to eliminate - the
55-mph speed limit.
The results were soon evi-
dent. The number of working
oil rigs in the country dropped
within the year from 1,880 to
916. Marginal wells were per-
manently sealed off. U.S. crude
oil production dropped. By last
December, it was down by an
average of 682,000 barrels a
day. Imports soared by 1.1 mil-
lion barrels a day to 6.6 million
barrels a day in December —
the highest since 1980.
In 1973 when Yamani
launched his oil war against
the West, we were importing
more than 36 percent of oursoil
requirements. Last December,
the figure was 39 percent and
the Wall Street Journal pre-
dicted that by 1990 or sooner,
"as much as 50 percent of the
petroleum used in the United
States will have to be im-
ported."

New York — The National
Jewish Center for Learning
and Leadership has pur-
chased a 184-acre site in
Goshen, N.Y., 51 miles
northwest of New York City,
on which it plans to build a
new study-learning center to
serve the North American
Jewish community.
The site for the Beit CLAL
Studylearning Center will
become the home of a sig-
nificantly expanded range of
CLAL-sponsored and con-
ducted educational programs
including weekend retreats,
conferences, classes, insti-
tutes, summer sessions, fam-
ily retreats, Jewish com-
munal leadership and staff
training, as well as a host of
other CLAL-related pro=
grams.
Plans call for the develop-
ment of a campus-like
environment with state-of-
the-art study, learning, meet-
ing and confeence rooms, a
sanctuary, kosher dining
facilities, living accommoda-
tions and recreational areas
including a swimming pool
and tennis courts. In addi-
tion, the 20-bedroom mansion
currently on the site will be
renovated for use as part of
the Beit CLAL campus.
