"I've always felt that
Americans, when they leave
our shores and go abroad,
leave their party affiliation
behind," Reagan said. "I was
surprised at Mr. Carter's ac-
cusations. More than most of-
ficials he knows the limits of
what it is possible to achieve
in the Mideast. Success in
that area never has depended
solely on the efforts of the
United States. The parties
themselves must be ready to
move . . . toward negotia-
tions."
"Ever since I've been in the
White House, we've tried to
be a catalyst in the Mideast,
and to extend the circle of
those ready and willing to
negotiate. We've been work-
bag with King Hussein (of
Jordan), who is eager to go
forward in trying to bring
about a general peace — if he
has the right framework in
which to negotiate.
"We've also tried to be of
some help by sending a
steady message to let Arab
leaders know we want to be
friends with Arabs and
Israelis alike. The Arabs are
aware of our close relation-
ship with Israel, so obvious-
ly some of their leaders are a
little suspicious. But we've
done whatever possible to
prove that we can be com-
pletely fair."

Pollard Spying
`A Great Blow'
Has that "close relation-
ship" now been affected by
the Pollard spy case?
"I don't think so," Reagan
said. "Our relationship with
Israel is a most powerful one."
On the issue of alleged dual
loyalty by American citizens
of the Jewish faith — in the
aftermath of the Pollard
episode — Reagan said, "I
think American Jews are

Americans first. I never
doubted that for one moment.
But obviously, any people in
this multi-faceted society of
ours often maintains a special
kinship with their ancestral
roots."
Does the president believe
that the Pollard case has
damaged Israel's image in the
eyes of Americans?
"I think that spying dis-
tressed us all because it was
a great blow," Reagan said,
adding. "There were some
very important secrets re-
garding our capabilities. But
I know Israel is conducting
its own investigation of the
matter, and I think we should
await its results before fur-
ther comment."
Will Syria's military inter-
vention in Lebanon help
bring stability to West
Beirut?
"I hope so," the President
replied. "However, one thing
we have to remember is that
Syria has always talked about
the whole of Lebanon as be-
ing part of Greater Syria.
Now, you have to ask, 'Are
they talking about just
restoring order, or are they
talking about taking over?"
Soviet Role
Turning to the Soviet
Union and its role in the
Mideast, Reagan said, "I
don't rule out future par-
ticipation by the Soviets in
any peace process. But in my
view — among other things —
they would first have to
restore diplomatic relations
with Israel."
Asked whether he expects
a Summit this year with the
Soviet Union's General
Secretary Mikhail Gorbachev,
the President said, "I am
hopeful. We'll know more
after Secretary Shultz's visit
with Mr. Shevardnadze (the
Soviet Foreign Minister) in
Moscow?' (That meeting is set
for April 13.)
