As for restrictions, they are con- nected, above all, with state security just like in any other country. A Soviet citizen is refused exit if he is privy to state secrets, or anything else that involves state security, or if there are legal grounds to charge him with a crimi- nal offense. When these obstacles are eliminated, the restrictions are lifted and the application may be reconsidered. In this way, more than 8,000 persons who had been refused exit initially have received per- mission to leave in the past ten years. At the same time, it must be mentioned that there is a growing number of people among the immigrants who are disappointed with their decision and are trying to re- turn. According to the Visa Department of the Ministry of the Interior of the USSR, their number has reached several thousands today. The choice - of a country of residence is a strictly per- sonal matter, yet a subjective evaluation of the processes taking place in various coun- tries is clearly not sufficient. What we need is concrete facts, and the facts say that Western appraisals of who is leaving the USSR and why need correcting. The issue of dual loyalty was brought up as a , natural question following upon Elon's strong suggestion that American Jews raise their voices in criticism of Israeli policies, and followed up a controversy begun three weeks ago when Israeli polit- ical theorist Shlomo Avineri wrote an "open letter to an American friend" in which he charged that American Jewish leaders exhibited a galut mentality in reaction to the Pollard case. In his letter, published in the Jerusalem Post, Avineri accused prominent American Jewish leaders of "cringing" in fear of charges of dual loy- alty." "I would say that I for one am not so much scared of it. Why not have dual loyalty, or even triple loyalty?" Elon asked. "Of course," he an- swered himself, "fright of dual loyalty is based on fragile understanding, and that's why I'm so angry at the Israeli government's pre- carious balance in hiring the `poor shnook, Pollard.' "It would help if American Jews would not be as consis- tent as they have been in, the past" in supporting Israel without differentiating be- tween what they really be- lieve and what they think they should believe. "I wish you would meddle more," Elon told the audience. "The true miracle of Israeli life is that after .40 years of warfare, Israel has remained a fairly decent society with- out being afraid of airing its problems," Elon said. Ameri- can Jews have usually felt they should refrain from criticizing Israel, he said, in contradistinction to Israelis' own compulsion to criticize themselves and their gov- ernment.
