is probably correct that,
taken alone, anti-Semitic
books in Japan are more
annoying than dangerous,
their popularity is disturb-
ing in the context of recent
events. Only last Sep-
tember, Prime Minister
Yasuhiro Nakasone alleged
that blacks and Hispanics
were lowering the level of
intelligence. in the United
States, and Masayuki
Fujio, Minister of Educa-
tion, was sacked the same
month for strident defense
of pre-World War II
Japanese behavior in
Korea and China. Fur-
thermore, Japan has been
re-editing its high-school
history textbooks to delete
any suggestion of
Japanese culpability for
that war.
In this context, Japanese
anti-Semitism reveals itself
as but one manifestation of
widespread racist thinking
that has permeated the
highest levels of Japanese
government and business
bureaucracy. What
emerges* is a self-image .of
the Japanese as a pure
race, superior to other
mongrelized peoples, but
unjustly persecuted by
them. We know from bitter
experience the potential
consequences of this state
of affairs, and everything
possible should be done by
all people of good will to
reverse it before this an-
noyance has \ real political
repercussions.

Propaganda:
Birobldzhan

Several years ago, Mike
Wallace and his associates in
the sensationalized 60 Min-
utes fell into a trap of por-
traying Syria as a kindly
'motherland for her Jewish
residents. The protests and
challenges compelled their
returning to Damascus for
the taping of another similar
show which had a number of
emendations.
Now the 60 Minutes por-
trayers seem to have fallen
into another trap — a sort of ,
minimizing the roles of the
"Refuseniks" in the Soviet
Union. They selected profes-
sors, musicians, government
officials who, as Jews, refuted
the claims that there are so
many Jews who are actually
in the lines demanding exit
visas to emigrate from the
USSR. They introduced a few
exceptions to their selected
claimants, but the intention
was clear; the assertion that
there was an oppressive
anti-SemitiC policy in Rtis-sia
was exaggerated. After all,
isn't there a law on the Rus-
sian books making anti-
Semitism a crime?

All well and good. Of
course there are many distin-
guished Jews in the USSR: in
academia, music, the arts,
sciences. What's unusual
about that? Don't Jews make
their marks wherever they
may live? When there is
prejudice, they make an ef-
fort to overcome it. In mat-
ters involving Zionism and
the Jewish faith, especially in
Russia where assimilation is
rampant, it is not surprising
that there are dissidents in
faith and dissenters.
What the 60 Minutes per-
formance did, however, was
exaggerate the religious
blessings (63 little houses of
worship, not used to any ex-
tent for two million Jews!)
and failed to state the human
values among those, even
fewer than claimed, who de-
sire to emigrate to a land of
their choosing.
The major injustice in the
March 22 60 Minutes pro-
gram was the glorification of
a USSR propaganda scheme
that is being labeled an au-
tonomous Jewish territory.
While the program admitted
that Jews are only fiVe per-
cent of the Birobidzhan popu-
lation — 12,000 of 250,000 —
and many of them are mar-
ried to non-Jews, the por-
trayal failed to indicate the
falsehoods in the Birobidzhan
claims. Every aspect of that
portion of the televised pro-
gram was an exaggerated
claim, and it contributed
toward misleading an unin-
formed audience about a
scheme that -is nothing more
than Kremlin propaganda to
lead to a view that the Soviet
Union doesn't discriminate,
favors the synagogue, sup-
ports the Yiddish language
and theater, etc., etc. Thus, a
glorification is merely a
batch of fakes.
Among the most popular
programs on TV, 60 Minutes
has much influence and can
mislead people. There is a re-
quirement to present the
facts and to clarify where and
when there is distortion or
exaggeration or both.

On the occasion of the
Soviet-organized celebrations
of the 50th anniversary of the
founding of the "Jewish au-
tonomous region in Birobid-
zhan," Allan L. Kagedan
wrote a revealing article
which appeared in the inter-
national New York Tribune,
May 7, 1984, under the title
"Stalin's BogUs Home for
Jews Still 'Touted." He re-
ferred to the region under
consideration as "bordering
on China." He pointed to the
special articles issued by the
Soviet officials and special
ones in Soviettish Heyndand,
which he described as "the
sole surviving Yiddish
monthly published in the
Soviet Union." He also
