On March 15, Durenberger
had told two Jewish groups in
Palm Beach, Florida, that by
authorizing the use of the
Israeli officer to spy against
Israel, CIA Director William
Casey had "changed the rules
of the game," possibly setting
the stage for Israel's recruit-
ment of Pollard in 1984.
"We changed the rules in
the early 1980's," Durenber-
ger is quoted as having said.
`We recruited an Israeli to
spy on Israel, and he got
caught . . .What I'm really
saying to you is that this is
not a one-way street. I can't
justify Pollard, but I can
understand it:'
The dilemma facing the
Senate Ethics Committee is
that if it censures Durenber-
ger, it would appear to be con-
firming the authenticity of
his allegations. But if he were
not censured for releasing
classified information,
members fear, the Senate
would run the risk of being
considered irresponsible.
Carter Rebukes
Israel For
Occupation
Jerusalem (JTA) — Former
President Jimmy Carter
spent last weekend meeting
Palestinians, touring the
West Bank and rebuking
Israelis for their continued
occupation of the territories.
He spoke out strongly for an
international conference on
Middle East peace and in-
sisted that Syria would be
willing to participate.
He said he would recom-
mend to the Reagan Admini-
stration that it support an in-
ternational ' conference and
that it talk to representatives
of the Palestine Liberation
Organization.
Carter arrived here across
the Allenby Bridge from Jor-
dan, on the final leg of his
Middle East tour. Earlier he
had conferred with Egyptian
officials in Cairo, Syrian
President Hafez Assad in
Damascus and King Hussein
in Amman. The former Presi-
dent stressed repeatedly that
he was travelling in private
capacity and spoke for no one
but himself.
Carter expressed his views
at a closed meeting with
Israeli academicians and
newspaper editors at Thl Aviv
University. Several Of those
who attended said later he
was outspokenly critical of
Israel's occupation of the
West Bank and Gate Strip.
