Becker, director of Southfield Civil Defense since 1962, died March 14 at age 68. Mr. Becker received four Purple Hearts, the Silver Star, the Bronze Star and the Presidential and the Philipines Liberation medals while serving in the Philipines during World War II as an Army ranger. He was the former post service officer for both the American Legion Post 407 and the Veterans of Foreign Wars Post 9206. Mr. Becker was a member of the Masons, Disabled American Veterans, Ameri- can Society of Emergency Planners and Region Four U.S. Civil Defense Council. He was a past president of the Southeast Michigan Civil Defense Directors Associa- tion, a former treasurer of the Southfield Mayor's Com- mittee and the Volunteer for Veterans Affairs in 46th Dis- trict Court. He was also active in the Boy Scouts of America and a member of Craftsman Lodge of the Ma- sons. Mr. Becker was a former vice president of Becker Bros. Printing in Detroit. He leaves nieces and nephews. Doris Siegel Doris Siegel, a teacher in the Detroit Public Schools, died March 11 at age 78. Born in Detroit, Miss Siegel was graduated from Wayne State University. She taught in Detroit for more than 40 years. She re- tired in 1971. Miss Siegel was a member of Hadassah, B'nai B'rith, National Council of Jewish Women and Pioneer Women/Naamat. She leaves a sister, Sarah DeLise; nieces and nephews. Extradition Ordered San Jose, Costa Rica (JTA) — A superior court has cleared the way for the ex- tradition to the Soviet Union of Bohdan Koziy, a native of the Ukraine who fled the United States for Costa Rica after being accused of war crimes, the World Jewish Congress reported. Koziy was stripped of his American citizenship in 1982 following a trial in Florida in which eyewitness testimony described his murdering a Jewish family — including the point blank shooting of a four-year-old Jewish girl — while a member of the Uk- rainian police which operated under the Nazi occupation forces. In June 1984, the U.S. Jus- tice Department obtained a court order of deportation against Koziy, but he escaped to Costa Rica where the Soviets asked for his extradi- tion to stand trial. A lower court had previously rejected the Soviet request, but the Superior Penal Tribunal of Alajuela reversed that deci- sion and has ordered Koziy's extradition. The WJCongress released Justice Department docu- ments — obtained under the Freedom of Information Act — showing that West Ger- many refused an American request that it ask for Koziy's extradition to stand trial. Soviet Rabbi On Rights Geneva (JTA) — Adolf Shayevich, the chief rabbi of Moscow, said that Soviet Jews have complete freedom to practice their religion. Shayevich replied to ques- tions at a session of the United National Human Rights Commission devoted to human rights and the status of International human rights covenants. He was brought here from Mos- cow by the Soviet delegation to the Commission. According to Shayevich, who heads Moscow's Choral Synagogue, the majority of -the two million Jews in the USSR are non-believers by choice, not by force. He said that any Jew who wished to live by the laws of Moses and the Torah was free to do so.
