Jim Hunt, with tens of
thousands of dollars in
campaign contributions.
But perhaps most impor-
tant, Helms was influenced
by two Jewish colleagues in
the Senate, Republicans Chic
Hecht of Nevada and Rudy
Boschwitz of Minnesota, both
of whom worked behind the
scenes to move Helms toward
a more proIsraeli posture. It
was Hecht, in fact, who was
instrumental in bringing
Helms to Israel.
Since that trip, Hecht has
expressed his down-the-line
support for Israel. There was
one exception: he voted last
year with the Reagan Ad-
ministration in favor of a
controversial missile package
for Saudi Arabia. But neither
Israel nor the American
Israel Public Affairs Commit-
tee had lobbied actively
against the sale, anxious not
to arouse what was seen as a
very pro-Israel Administra-
tion.
Because of Helms' reputa-
tion and his position on many
other social issues, most
American Jews still feel un-
comfortable working with
him. But the consensus
among the most important
Jewish political activists in
Washington is that they
should now be practical and
deal with Helms on the key
issues.
He probably will continue
to vote against the foreign aid
bill. But at least now, he has
a new explanation. "Now,
many Israelis realize that ex-
cessive dependence upon U.S.
foreign aid has compromised
Israel's independence of
action, and has resulted in
U.S. State Department pres-
sures which could threaten
Israel's survival." His alter-
native, which he recently
spelled out in a lengthy
article in the conservative
Heritage Foundation's "Pol-
icy Review," a quarterly
publication, was for the
United States to "face up to
the fact that' aid to Israel is
essentially a defense cost, like
our support of NATO and
Pacific allies, and put it
openly in the defense budget
. .. Only Israel can oppose
S oviet hegemony over the
entire area."
