The home is going to come
up with the other half, and at
this point we'll be reaching
into our own coffers," said Alan
Funk, the home's executive di-
rector. Using funds from the
home's endowments is only a
stop-gap measure, he em-
phasized. "If you have to keep
dipping in, at some point the
pot dries up."
In addition, the home and
the Federation are looking "at
the home's internal operations
to see if any savings can be im-
plemented," added Federation
Vice President Thomas I.
Klein.
Klein heads a joint home-
Federation study committee,
charged with finding long-
range answers to the home's
budget problems. "We hope to
begin an internal study im-
mediately and make our
recommendatimi before the
end of the 1987-1988 fiscal
year.", he said.
Because of Michigan's low
Medicaid reimbursement
rate—among the lowest in the
nation—the home loses more
than $10,000 per year for each
Medicaid resident.
Since 1984-1985, Federa-
tion's allocation to the Jewish
Home for Aged—budgeted out
of Allied Jewish Campaign
funds—has increased $100,000
per year. Last year, for the first
time, the home dipped into its
capital funds to cover the
operating deficit.
Klein said that, throughout
the committee's deliberations,
the leadership of both Federa-
tion and the home expressed
determination that the com-
munity will care for its aged. In
the coming year, that may re-
quire increased funding to the
home out of Allied Jewish
Campaign proceeds, as well as
other approaches to reduce ex-
penditures and generate addi-
tional income.
