bonding that occurs between
mother and child in the womb
that is unique and unalterable.
This is one of the few issues
where many Reform, Conser-
vative and Orthodox rabbis are
united in their condemnation
by concurring with rabbi
Moses Tendler, professor of
Jewish medical ethics at
Yeshiva University, when he
says, "In the old days you could
buy a whole person-a slave-
to do with as you wished. Now
if these surrogate contracts are
accepted, you'll be able to buy
just a specific organ."
There are some who think
that insemination outside of
marriage is a form of adultery.
Others cannot fathom any
mother being able to stop all
contact with her offspring after
she gives her baby away, espe-
cially when surrogate mothers
all seem to know who and
where the parents are. And
still more believe that the sur-
rogacy will create an insidious
baby-making industry in
which the rich will be able to
rent out the wombs of poor
women, possibly just to avoid
the inconvenience of preg-
nancy.
The case that favors surro-
gacy is compelling. First and
foremost, it provides childless
couples with a relatively sim-
ple and quick way of having
children and children that are
not just adoptable but can be,
in fact, flesh of their flesh and
blood of their blood. There is no
question that adoptions in to-
day's market place are few and
far between. A relatively slim
adoption market, the infertile
are being given a way which is
far safer to the fetus than some
of the other and more radical
techniques being used, such as
embryo transfer. And to those
who object to the money paid to
potential surrogate mothers, it
is a fact that many, if not most,
of the gravy market adoptions
that are taking place these
days cost the same, if not more,
than the surrogate contractual
relationships call for. There
are reports that to adopt a
healthy Jewish child, for
example, the going rate is
$15,000-20,000.
One of the problems that I
have with all of this sudden at-
tention to Baby M is that it
seems to be years too late.
Some of the same objections
that we have toward surrogacy
are applicable to all cases of ar-
tificial insemination. It has
been estimated that since
1979, more than 100 children
were born through the surro-
gate system with little or no
problem until now, which leads
me to believe that the whole
concept of surrogacy seems to
be here to stay. I truly believe
that there is so much good that
can come out of the surrogate
solution that we cannot simply
reject it as either immoral or
unworkable even if we think
we can make the past ten years
of surrogate contracts illegal.

Rather than wasting our
time in either knee-jerk con-
demnation or lock-step ac-
ceptance I believe we have to
use the opportuniy to create
ways of coping with the an-
xieties and the problems that
Surrogate cases can raise. I
think that we have to regulate
Surrogacy in much the same
way that we now regulate
adoption. In an area fraught
with so much potential grief as
well as happiness, we have to
find a way to give everybody
some parameters for the entire
birth and adoption process.
Just for starters we should be
trying to find a way to qualify
not only the surrogate mothers
but the biological father and
adoptive mother as well.
Rather than curse the dark-
ness, I believe that we have to
try to light a candle by creating
some guidelines which bridge
the gap between the tradi-
tional values we cherish and
the technological advances
that can mean so much to those
who have litle hope of fertility.
I believe that some of the tradi-
tional Jewish agencies, such as
the Jewish Family Service,
Sinai Hospital and the Rabbin-
ical Commission of Metropoli-
tan Detroit, should be busy
forming guidelines which
could be submitted to the legis-
lature and might help to regu-
late the practices of surrogate
arrangements for the future so
we can avoid the problems that
the Baby M case has spotligh-
ted.

Terror-Crime
Links Drawn

Tel Aviv (JTA) -- Raymond
Kendell, secretary general of
Interpol, the international
police organization, now on a
visit to Israel as the guest of
the Israel police, told a press
conference in Jerusalem Sun-
day that there were increasing
links between terrorist groups
and organized crime, with the
terrorists engaged in drug
smuggling, among other
crimes, in order to raise money.
"It's important to reduce this
whole aspect of terrorism down
to its criminal elements. I
think that is important to treat
it as a special type of violent
crime and rid it of its mystic
elements," Kendell said.
Interpol has set up a special
task force in Paris to monitor
the activities of all terrorist
groups. Kendell said that
Interpol passed on to Israel in-
formation it received about the
whereabouts of Nazis through-
out the world.
The Interpol Secretary Gen-
eral declined to say anything
about his visit to Libya last
month.
