not the end, of the Project. The
Hebrew Free Loan Association
added $50,000 to the general
pool for new home buyers. Re-
cently the B'nai B'rith Cove-
nant Credit Union came to the
Project's committee and asked
to be involved in some
capacity. A proposal is being
developed with the credit
union for home-improvement
loans for current homeowners
in the targeted areas. These
would be similar to the home
buying incentives: approx-
imately $6,000 and repayable
over a seven-year period, ad-
justable on a quarterly basis.
The thinking behind this plan
is to encourage people to im-
prove their current homes and

be willing to stay where they
are.
Why is it important to the
Federation, and others, that
the Jewish neighborhoods re-
main vigorous, and where they
are? Why have they under-
taken this commitment?
David Foster observes,
"Jews have more choices than
before. They can live anywhere
they want. This leads to a
natural dispersal, but it would
be a great loss if there was no
longer a Jewish ambience in
Detroit. I hope there'll always
be a Jewish neighborhood ..
"If the community should
completely disperse, the loss
will be more than just finan-
cial. Certainly moving
synagogues is expensive, but
you'll also lose a feeling .. .
Older people, many of them
can't afford to pick up and
move. Others don't want to
leave their familiar surround-
ings. What about all the
Jewish organizations? How
can they all make the move to
the northerly suburbs?"
To this his wife adds, "The
Orthodox community has a
feeling of neighborhood to
some extent because they live
near their synagogues and
kosher stores, but for many
others that feeling is missing,
and hopefully the Neighbor-
hood Project is a cohesive ele-
ment."

Mark Schlussel

Countering the statement
sometimes heard in the com-
munity that the Neighborhood
Project is several years too
late, Schlussel argues that it is,
in fact, timely. "The program
probably comes at a very criti-
cal time in terms of the Jewish
community and its continued
commitment to Oak Park and
Southfield. There's a very
large, committed Jewish com-
munity already residing in
those cities who for many rea-
sons want to continue to live
there, and this program
enhances their ability to do so.
Both Oak Park and Southfield
have terrific resources in terms
of services provided by the
cities. The public schools are
excellent, and two of the
Jewish day schools are located
there."
He continues, "They have

the best housing values in met-
ropolitan Detroit, and that's
not only true for people who
don't have the available re-
sources. We are talking about
those Jewish people who have
the resources and don't need to
look to this enhancement pro-
gram for economic support. I
hope they'll look to it for moral
support and view this
neighborhood as an important
place to raise their families, as
the area can provide them with
a very good quality of life." ❑
