Israel Introduces
A New Plan
For Lebanon

United Nations (JTA) —
Israel last week offered the
Security Council here Thurs-
day night a new plan aimed at
reaching "a permanent solu-
tion" to the unstable situa-
tion in south Lebanon. The
Israeli plan calls for "an im-
mediate and total cease fire in
the entire area of south
Lebanon for a period of at
least six months," Yohanan
Bein, Israel's Acting Am-
bassador to the UN, declared.
Bein introduced the Israeli
plan after the 15-member
Council unanimously approved
the extension of the mandate
of the United Nations In-
terim Force in Lebanon.
The Israeli delegate told
the Council that once the
cease fire is established in
south Lebanon "it will then
be possible to negotiate the
territorial and obligational
aspects of a permanent solu-
tion. These principles should
in Israel's view constitute an
accepted framework for a
dialogue on lines similar to
those envisaged in Security
Council resolutions 242 and
338."
The Ambassador praised
the contribution of UNIFIL
in maintaining stability in the
area. He rejected the charge
made by UN Secretary Gen-
eral Javier Perez de Cuellar
that Israel was the major
cause of the deteriorating
security situation in south
Lebanon.

rived in America.
The mores of Los Angeles
are particularly strange to
Iranians, who look askance at
women working outside the
home and fear that their chil-
dren may marry non-Iranian
Jews, or even gentiles.
Among other recommen-
dations, the task force urged
that Jewish social service
agencies make more use of
persons speaking the lan-
guages of the immigrants and
that existing English-as-a-
Second-Language (ESL) pro-
grams be expanded.
Still wrestling with the
communication barrier, the
task force urged that news in
Russian, Farsi and Hebrew be
inserted in the regular issues
of the local Anglo-Jewish
press.
The most constant theme
of the report, though,
emphasizes the need to in-
volve the immigrant groups
in the workings of Jewish
organizations and to assure
the immigrants that the com-
munity welcomes them.
