"Our civilization is based
on contracts," Siegel says. "If
we can't rely on agreements,
everything falls apart. Mrs.
Whitehead knew the bonding
that takes place. She was a
mother before becoming preg-
nant with this baby."
He scoffs at the notion that
Whitehead may have forgot-
ten the bonding that took
place when she gave birth to
her two children. Whitehead's
youngest child is 10 years old.
For Binyamin Walfish, ex-
ecutive vice president of the
Orthodox Rabbinical Council
of America, however, the
issue is cut and dried. Sur-
rogate motherhood is against
Jewish law, he says, because
"a woman cannot be artificial-
ly inseminated by a man
other than her husband."

Israel To Abide
With Sanctions
Against S. Africa

'Ibl Aviv (JTA) — The sanc-
tions taken by the U.S. and
Western European countries
against the apartheid regime
in South Africa will also be
adopted by Israel, the Direc-
tor General of the Foreign
Ministry, Yossi Beilin, said in
an interview with Israel
Radio from Washington last
week.
Beilin was in Washington
for a periodic discussion with
American officials that cover
bilateral, regional, interna-
tional and other issues of
%- mutual interest to Israel and
the U.S.
The State Department is
preparing a report for Con-
gress on countries that are
not complying with the arms
embargo against South Africa.
According to Israel Radio,
countries defying the ban will
be subject to cuts in U.S. aid.
Israel Radio quoted Beilin
as saying that Israel has
signed no arms agreements
with south Africa for 10
years.
