In FDR: A Biography (Simon
and Schuster), Ted Morgan de-
scribes the resignation of
Sumner Welles as a "venomous
rivalry" with Secretary of
State Cordell Hull and stated
that it "wrecked the State De-
partment."
There were differing views
on Zionist aspirations between
the two. There also were oppos-
ing attitudes between them on
r rescue efforts for sufferers from
\— Nazism. Welles was the pro-
Zionist who actively shared in
appeals for rescue tasks for the
victims of Hitlerism.
When Welles announced his
desire to retire from the State
Department, PM, the liberal
/ daily newspaper of that era,
published an editorial, Aug.
26, 1943, urging President
Franklin D. Roosevelt not to
accept his resignation. Welles
had become the symbol of ideas
for freedom and justice.
Therefore, the pleasant re-
collections about a man who
