Emigration
Remains Low
New York (JTA) — The Na-
tional Conference on Soviet
Jewry last week released
emigration figures for 1986.
The NCSJ maintained that
despite Soviet gestures in
_high visibility cases, such as
those of Anatoly Shcharan-
sky and David Goldfarb,
"Jewish emigration remains
at a stagnant low."
While the release of
Shcharansky in February,
and Goldfarb in October gen-
erated "great rejoicing" in the
Jewish community, there is
"justified
apprehension con-

the situation of
thousands of other Jews." Ac-
/cording to the NCSJ, "among
them are 11,000 known re-
fuseniks and 14 Prisoners of
Conscience, more than half of
whom have been incarcerated
since General Secretary Mik-
hail Gorbachev's rise to
-power nearly two years ago."
_ As of December 30, only
914 Soviet Jews were permit-
ted to leave, based on family
reunification and emigration
to Israel, down from 1,140 in
1985. Emigration requests by
long-term refuseniks and re-
leased Prisoners of Con-
science were repeatedly
denied. In November, the
Soviet Union further impeded
the emigration process by is-
suing a new decree codifying
emigration, purportedly a
liberalizing document, but ac-
j.ually one which tightened
restrictions.

Israel Reiterates
ran Arms Deal
Explanation
Jerusalem (JTA) — Israel
was forced once again last
week to reiterate forcefully
that it was in no way involved
in the shipment of weapons to
the Nicaraguan rebels, known
as Contras, and that it acted
in American arms sales to
Iran only at the behest of the
United States.
A government spokesman
\-said that Israel was prepared
to answer any questions by
U.S. with respect to the Iran
arms affair.
These responses were to
reports that surfaced in
'-Washington alleging that
_Tsrael had in fact initiated the
\-
U.STIran arms sale and was
shipping weapons to the Con-
tras last year, apparently on
its own initiative.
Prime Minister Yitzhak
Shamir characterized as
"distorted and baseless" in-
formation leaked from the un-
published Senate Intelligence
Committee's interim report
on the Iran arms sale that
cast Israel in the role of
*tiator.
