But despite the efforts of
many dedicated Germans to
achieve reconciliation with the
Jewish people, the issue re-
mains one of extreme sensis-
tivity. This is currently being
demonstrated in Israel where
outcry against President
Chaim Herzog's proposed visit
to Germany next May has been
so great as to jeopardize it. The
visit would be in response to
the invitation tendered
President Herzog by President
Von Weizsacker when he vis-
ited Israel in 1985.
Yohanan Meroz, former Is-
raeli ambassador to Bonn, be-
lieves strongly that the Israeli
head of state should undertake
this "uniquely moral mission."
While the visit will not be
primarily a visit to the past,
Meroz says — although its cen-
tral feature will be a memorial
service at the site of the
Bergen-Belsen death camp —
"it cannot and must not limit
itself to the past." The visit, he
points out, will also be a tribute
to President Von Weizsacker.
"Business will never be as
usual between Jews and Ger-
mans, at least not for genera-
tions to come," says the former
envoy. "Only by going to Ger-
many, not by refraining from
doing so, will the president get
that message across."

Tel Aviv (JTA) — Israel
denied last Sunday that it
has imposed a naval blockade
on the Lebanese port of
Junieh, north of Beirut, but
acknowledged that its navy
intercepted a Cypriot car
ferry bound there from Lar-
naca, in international waters,
because Palestinian terrorists
were believed aboard.
A report from Nicosia said
the Cypriot government ac-
cused Israel of halting two
car ferries and has lodged a
strong protest with the
Israeli authorities.
Junieh, in the Christian-
held area of Lebanon, is used
by Lebanese Christians and
others who travel abroad to
avoid Beirut airport in
Moslem-held West Beirut.
The ferries run a daily
14-hour shuttle to Larnaca.
The 8,187-ton ferry Sunny
Boat was also intercepted and
turned back, according to
Cypriot authorities who
denied either vessel carried
terrorists or weapons. Foreign
Minister Shimon Peres said
the Navy acted in a "routine"
manner to prevent Palesti-
nian terrorists from returning
to Lebanon. He said such
operations were carried out
when there was reason to
believe terrorists were trying
to use the sea route to re-
infiltrate Lebanon.
